A circuit court judge expressed shock that a man already on probation for concealing and mutilating the body of a Brazilian mother could also receive probation for trafficking the woman. These plea deals–WTH??

Not surprising in Detroit.
$10, 000 bond ? !
REPORTERS–report the name of the assistant prosecutor on the case and the defense attorney, FFS! The judge is smart enough to know that he doesn’t want this shit blowing up on him when this guy offends again and probably escalates. Report the names of the attorneys negotiating ridiculous plea agreements. This prosecutor should be looking for a job with a criminal defense firm.
The defense attorney in the court records of the 19th District Court is Raed Walid Mourad. There is no defense attorney listed on the Wayne County Circuit court record.
The plaintiff is the State of Michigan on the Wayne County Circuit court record, and the attorney listed is Grace M. Broughton. She is a lead Wayne County Assistant Prosecutor.
This offense occurred on 6-30-2024. So it took 1 year and 9 days for this to be arraigned. Then the $50,000 bond is posted that same day, no problem. On 7-16-2025 the probable cause conference will occur in front of a different judge in that same court, Judge Sam Salamey. His docket lists the same 2 attorneys.
In a strange coincidence, Judge Salamey is also the judge in the case against the man who crashed into the billboard truck in Grosse Pointe. In a stranger coincidence, this event also occurred on 6-30-2024. Only that case no longer appears in any district or circuit court records, and is hidden on the Judge’s docket.
You are awesome, G-Man. Thank you.
Regarding the billboard truck case, the defendant is William Matouk, Jr.
https://www.clickondetroit.com/news/local/2025/02/26/man-accused-of-ramming-billboard-truck-promoting-joann-matouk-romain-podcast-to-stand-trial/. Seems the “system” is waiting until this man can be given special treatment with a minimum of publicity. If you or I pulled the shit he did, we would already have a record and have paid money damages. These people all suck. The “just us” system. They have tentacles all over that part of Michigan. It’s sickening.
I seem to recall other recent stories you posted where the arraignment process took over a year. It usually involved civilians receiving special treatment, or a law enforcement officer. And the end result was a year or so of probation.
So why would an experienced lead assistant prosecutor allow probation on someone already on probation, and for such a serious offense? This guy must have earned much revenue for the traffickers, and everybody still wants to get their cut. And why would the County Prosecutor sign off on this? Is it all about convictions rates over justice?
Those are important questions. Makes no sense. Maybe a Detroit reporter will do some due diligence on this and related issues.
Here is an update on this case.
Back in March, Hajjar pleaded guilty to disinterment and mutilation of a body and was sentenced to 150 hours of community service and two years of probation. A related charge of concealing a death was dismissed.
Now Hajjar was sentenced (9/24/2025) to three years of probation after pleading guilty to the following charges:
1.Prostitution/transporting Female
2.PROSTITUTION – SELL-OFFER-FACILITATE TRAVEL SERVICES FOR PURPOSES OF PROSTITUTION-HUMAN TRAFFICKING
Hajjar is now on probation in two separate cases that run until at least 2027.
The second link below makes a point that the story has been clarified to reflect that Fareed Hajjar was not sentenced on a human trafficking charge, but a prostitution charge that exists in the same Michigan statute.

Family members blasted the punishment. “We still feel as though it was a light consequence for an extreme disturbance in our personal life”.
And while Raed Walid Mourad is still his attorney on the court record, it is Mark Kriger who now speaks for him as his defense attorney in the first link. Also, while a request and notice for media coverage was filed, I have not seen any media coverage televised yet.
Thanks, G-Man. These assholes never learn and I don’t understand why prosecutors keep taking the easy way out. Remember Epstein? In 2008, he was allowed to plead guilty to state charges of solicitation of prostitution and solicitation of prostitution with a minor. This was part of a controversial plea deal that allowed him to avoid more severe federal charges, including sex trafficking. And Epstein kept it up until he was murdered in jail in August 2019 while awaiting trial on federal charges of sex trafficking of minors and conspiracy to commit sex trafficking. And this goes way back, as it always does. Patterson and Thompson in Oakland County, the “no deals” prosecution duo let pedophile Chris Busch slide with a probation deal before he was murdered at his parents’home in November 1978. Michigan and the FBI let prolific pedophile Frank Shelden flee justice in the summer of 1976 and he went on to rape thousands of other boys around the world.
Hajjar will offend again. He knows he can, thanks to prosecutors and judges like this.
I am pretty sure drunk drivers in Michigan have been given more than a $10,000 bond.
Outside of the prosecutor’s office, does anyone feel this creep will change his ways ? Bet he ends up on the news again.
