Former Warren police officer Elmondo Smith was “prompted” to resign after an internal investigation into allegations he sexually assaulted a domestic violence victim who had called for help. Criminal charges were never filed against Officer Smith. Because of course they weren’t.
Lisa Harrison filed a $75 million civil lawsuit in federal court, alleging former Warren Police Officer Elmondo Smith used his authority to lure and assault her — while on duty — in July 2025. These stupid agencies, cities, universities seem to never tire of trying to take the easy way out and later writing large settlement checks and paying massive attorney fees. There should be a required, public disclosure of these settlements every year and the press should report it. Explain to the public how you hire these people, how you ignore their red flag behavior, and how you actually deal with the “lives, rights, and property” of your citizens. Show how you view integrity, equality and justice. Make this a line item of your bloated budget.
None of the press coverages specifies Elmondo Smith’s age or how long he had been on Warren PD. Think this was his first time?
Michigan is a privacy-first state when it comes to police personnel records. Under Michigan FOIA laws public bodies are permitted to exempt the personnel records of law enforcement agencies from disclosure. This includes disciplinary reports, letters of reprimand, performance evaluations, and internal investigations.
Michigan ranks as one of the most restrictive states regarding law enforcement transparency. Fuck this guy, the city and all of the defendants in this civil suit. Get out the checkbook and do better going forward so your taxpayers don’t have to pay for outrages like this.
