  1. Not his first time. In July of 2023 he dated and had intercourse with a 15 year old Roseville teenager. After review by the Roseville Police Department, and the Macomb County Prosecutor’s Office, Willis was charged with two (2) counts of Criminal Sexual Conduct-3rd Degree (Person under 15 years), each a felony, punishable up to 15 years and a Tier III offense reportable to the Sex Offender Registration Act.

Willis was arraigned in the 39th Roseville District Court in January 2025, where a visiting District Court Judge unfortunately set his bond at a $5,000 personal bond. Now he does it again in Northville and Wayne County does its job. Just hours ago Macomb County Prosecutor released this press release below. I’d say they have some explaining to do.

MACOMB COUNTY PROSECUTOR FILES EMERGENCY MOTION TO INCREASE BOND FOR NORTHVILLE MAN WHO PICKED UP NEW CHARGES FOR KIDNAPPING AND SEXUAL ASSAULT OF 14-YEAR-OLD GIRL

Mount Clemens, MI – A 22-year-old man from Northville, charged in connection with having a sexual encounter with a 15-year-old girl in Roseville, has picked up new charges in Wayne County. The Macomb Prosecutor’s Office filed an emergency motion to increase the 22- year-old man’s bond to keep him in custody.

It is alleged that in 2023, Charles Laurence Willis began dating a 15-year-old Roseville teenager. Willis purported to be 16 years old to the victim and her mother. It was soon discovered that Willis was 21 years old at the time, and he allegedly had intercourse with the 15-year-old victim several times.

Willis now has been arrested by the Northville Township Police for alleged contact with another 14-year-old girl, kidnapping her, and sexual assaulting her over two days.

The Macomb County Prosecutor’s Office immediately filed an emergency motion to increase Willis’s bond to keep him in custody. The motion was heard before assigned Macomb County Circuit Court Judge Joseph Toia, who granted the emergency motion, and increased Willis’s bond to $250,000 cash/surety with no 10%, and a steel cuff-GPS tether if bond is posted. Willis was remanded into custody with Wayne County authorities to answer to the new charges out of Wayne County.

For his Macomb case, a pre-trial conference for Willis is scheduled for May 22, 2025, at 8:30 am before Judge Toia.

“My office will move quickly to protect our most vulnerable victims, their families, and the community from individuals who allegedly continue to commit crimes and will prosecute them to the fullest extent of the law.” said Macomb County Prosecutor Peter J. Lucido.

The Macomb County Prosecutor’s office represents the people. We are committed to achieving justice and following the laws of the State of Michigan. All that are accused of a crime are presumed innocent until proven guilty in a court of law.

  2. Here is an update on this case.
Charles Laurence Willis, 22, of Northville, was sentenced after pleading guilty in November 2025 to two counts of third-degree criminal sexual conduct involving a person aged 13 to 15.

On Thursday, Jan. 22, 2026, Willis was sentenced by Macomb County Circuit Court to 60 to 180 months in the Michigan Department of Corrections.

Willis is required to register as a tier III sex offender, which mandates lifetime registration.

The 22-year-old man is also subject to registration under Wyatt’s Law, a database for individuals convicted of criminal offenses related to children.

Additionally, Willis must submit to HIV testing and is prohibited from having any contact with the minor.
